We just finished with the redesign of the scoring algorithms. General approach is still the same, but many formulas have changed.
Most of the helpful suggestion from other people are implemented now.
Here are the top level formulas for All Time and Current Score:
AllTimeScore = WinLossPoints + OpponentPoints + EventPoints + AdditionalPoints
CurrScore = AllTimeScore * 1.5 + Last2Years + LastYear + Last4Fights + StreakPoints

By a popular demand, here is the diagram with Historical Scores for the Heavyweights!
It includes 8 HW fighters that were active lately. Most of them didn’t fight before 2001, so data before 2000 is excluded.
HW category never had a lot of good fighters, so there is not to many top fighters to fight against.
That lack of quality fighters is the main reason why Fedor never picked over 750.
